Every Person for whom building works, including the building of a new structure or alteration of an existing building, or streets works are to be carried out shall appoint an authorized person as a coordinator according to the Buildings Ordinance.

Mandatory Building Inspection Scheme (MBIS) and Mandatory Window Inspection Scheme (MWIS)
Under MBIS, the owners of buildings aged 30 years or above (except domestic buildings not exceeding 3 storeys) and served with statutory notices are required to appoint a Registered Inspector (RI) to carry out the prescribed inspection and supervise the prescribed repair works.
Under MWIS, the owners of buildings aged 10 years or above (except domestic buildings not exceeding 3 storeys) and served with statutory notices are required to appoint a Qualified Person (QP) to carry out the prescribed inspection and supervise the prescribed repair works.

Fire Safety and Power Supply Improvement Works for Commercial Buildings
Most of the commercial buildings completed in 1980s or before do not meet the requirements of the current Building Regulations and Fire Services Regulations. Orders are imposed on the owners of the said commercial buildings by Buildings Department and Fire Services Department to meet the statutory standard.
